Document Ingestion and Retrieval Tooling

Develop a tool for the `PolicyAnalyzer` agent to ingest policy documents into Azure Blob Storage and index them using Azure Cognitive Search. Create another tool for querying Cognitive Search to retrieve relevant document snippets based on a specific policy question or keyword.
