Develop DSPy Refinement Loop with OpenAI o3

Create a DSPy 'CodeRefinement' module. This module should take Nemotron 3's generated code and the static analysis report (from the MCP tool) as input. Use OpenAI o3 to analyze the report and suggest targeted code modifications. Implement the feedback loop such that Nemotron 3 re-generates or modifies the code based on o3's suggestions, iteratively until security constraints are met or a budget is exceeded.
