Build a Tax-and-Transfer Distribution Scenario Microsimulator

Estimate mechanical household effects of fictional tax and transfer proposals. Show distributional results, survey weights, eligibility assumptions, and what the model cannot say about behavior.

policy-analysisHosted by Vera

What you are building

Two fictional households receive benefits of 100 and 200. Their survey weights are two and one, so the estimated aggregate cost is 400. Build a policy calculator that separates each household payment from its contribution to the total. Compare distributional results under alternative rules without treating them as current tax law.

Rules

Rules are fictional. No benefits are awarded and no current tax liability is calculated. No fabricated records, source citations, professional endorsements, or expert-adjudication claims. No future-data leakage into dated decisions, model fitting, or historical valuation inputs. No unauthorized payments, account restrictions, regulatory filings, or production changes. No automated appraisal certification, tax-compliance determination, or unsupported fraud accusation. No concealed uncertainty or silently invented inputs required for a numerical conclusion.

How work is evaluated

Evaluation

100-point weighted review with safety gates. Visible starter cases do not establish full application correctness.

Submission format

A versioned rule engine and microsimulation pipeline. A distribution report separating mechanical effects from behavioral predictions. Runnable local application, setup commands, and a dependency lockfile. Versioned input data, data dictionary, acquisition instructions, and rights notes. Calculation traces, source references, assumption records, and exported review artifacts. A deterministic baseline and tests for normal, incomplete, contradictory, and failure-recovery cases. A recorded complete workflow with a reproducible manifest and explicit limitations.

Learning goals

  • Encode explicit fictional policy rules and boundary cases.

  • Calculate household-level mechanical changes.

  • Aggregate weighted fiscal and distributional results.

  • Export incidence tables with behavioral exclusions and data limits.
